Sam Weiner is ObjectFrame's sole proprietor. Sam still actively develops software and will personally work on a select projects in a development capacity (see About Sam and refer to his resume). Beyond this, Sam has worked with a large Indian outsourcing company called NetWeb for over seven years on large and small projects (see NetWeb's site here).

It's no secret that low-level software development (actual coding) is increasingly being performed outside the US, and in particular in India. In general, the critical success factors which affect software development are not actually related to cost of the development resources - they are related to the developer's ability to understand business realities and to communicate trade-offs effectively with the customer (see Why Us). Cost of development is an issue, however, and what's not generally understood is how (given the difference in time zone, differences in culture, and other differences) this kind of highly distributed development can be made to actually work. A clear recipe for disaster is to throw half-understood requirements over the wall and expect to get something back in 6-9 months which resembles a solution.

In fact it is ObjectFrame's experience, managing NetWeb resources over the years that Indian engineers working in this context need as much support and communication as any team of stateside engineers, and often more support is needed. ObjectFrame has established a clear and simple development methodology, based on ObjectFrame's experience with methodologies from CMM and ISO-9000 through the more modern XP and Agile approaches, and supported by excellent open source tooling such as the Trac issue management system and the Subversion source control system.

What is needed, and what is hardest to come by, is seasoned technical leaders in the US who are capable of bridging cultural and communication gaps - working through the night when needed to interact one-on-one with Indian resources and keep them on course - even when that course is still being defined through the development cycle (as is usually the case).
